The pace bowler has claimed over 300 dismissals in 71 appearances with an stellar bowling average.
Australia's selection chief Bailey has stated that pace spearhead Cummins will play a "major part" in the upcoming historic rivalry.
There were concerns that Cummins might be unavailable due to a ongoing back issue that remained unresolved.
Earlier indications from team management suggested no final decision had been made regarding Cummins' participation, with the Test matches set to start on 21 November in Perth.
Bailey expressed that his recovery is on track and remained hopeful about the likelihood of being involved.
"We know that time is getting short and multiple considerations around that, aside from the physical problem, but other factors as well," Bailey remarked.
"The outlook is good. [We are] really confident that he'll participate in a key capacity. Ideally from the opening match. Otherwise, then we'll pick it up."
Injury History
He was sidelined Australia's limited-overs series against India and New Zealand last month after scans revealed a stress reaction in his back.
He has a history of back injuries, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in a short span.
Cummins stated he would be proactive in his approach in his comeback strategy to ensure his availability for the contest.
The selector indicated that it was unclear if Cummins had begun bowling as part of his comeback but admitted it was "pressing" for him to regain fitness for the opener.
Backup Options
If he's unavailable, former captain Steve Smith will take over the captaincy.
Versatile player Green was excluded lately from Australia's squad for their limited-overs matches against India as a preventive step because of discomfort in his torso.
The selector characterized it as a "minor" injury and stated that he's scheduled to appear in the domestic first-class competition, so will be "well-prepared to resume bowling."
"Extensive planning has gone into building out the plan for him to be available for the first Test as an all-rounder," he elaborated.
"His involvement was limited to the initial matches in any case. The way he swings the willow in shorter formats, should it hinder progress for another day, the choice was made to approach this more conservatively."
